Microsoft is abruptly scaling back its use of Anthropic's Claude Code, canceling licenses for thousands of its own developers and redirecting them to the company's own GitHub Copilot CLI. The decision, which has been communicated internally in recent weeks, marks a significant shift in Microsoft's AI coding strategy.
Just six months ago, Microsoft enthusiastically opened up access to Claude Code, inviting project managers, designers, and engineers to experiment with the tool. The goal was to democratize coding within the company, allowing non-developers to prototype ideas and contribute to software projects. Sources inside Microsoft say Claude Code quickly became extremely popular, with many teams adopting it as their primary AI coding assistant. However, that popularity may have been too much of a good thing, as it threatened to overshadow Microsoft's own GitHub Copilot CLI, a command-line-based coding assistant that integrates deeply with Microsoft's ecosystem.
According to internal documents and memos seen by Notepad, Microsoft's Experiences + Devices (E+D) team, which oversees Windows, Microsoft 365, Outlook, Teams, and Surface, will phase out Claude Code by June 30, the end of the company's fiscal year. Engineers are being encouraged to transition their workflows to Copilot CLI in the weeks leading up to the cutoff. The move is framed as a strategic convergence on a single, internally controlled tool that can be tailored to Microsoft's specific repos, security requirements, and engineering workflows.
Rajesh Jha, executive vice president of Experiences + Devices, explained in an internal memo that the decision was rooted in learning. "When we began offering both Copilot CLI and Claude Code, our goal was to learn quickly, benchmark the tools in real engineering workflows, and understand what best supported our teams," he wrote. "Claude Code was an important part of that learning. At the same time, Copilot CLI has given us something especially important: a product we can help shape directly with GitHub for Microsoft's repos, workflows, security expectations, and engineering needs."
While the official narrative is about tool alignment, sources also point to financial motivations. June 30 marks the end of Microsoft's fiscal year, and canceling Claude Code licenses is a straightforward way to cut operating expenses. The company has been under increasing pressure to manage costs amid a broader tech industry focus on profitability. By eliminating third-party licensing fees for Claude Code, Microsoft can redirect those funds to internal development and reduce its reliance on Anthropic's services, even as it continues to use Anthropic's models through other channels.
The transition will not be seamless. Claude Code had become a favorite among some teams, particularly those without deep coding experience. Microsoft had encouraged designers, project managers, and other non-engineers to use Claude Code to prototype ideas, and the tool had a lower barrier to entry compared to Copilot CLI, which is more developer-centric. These users will now need to adapt, and engineers who preferred Claude Code's interfaces will have to adjust to Copilot's command-line environment.
Microsoft had originally intended for developers to use both tools side by side, comparing their capabilities and providing feedback. However, the competitive dynamic became problematic. Internal surveys reportedly showed that a significant portion of Microsoft's own developers favored Claude Code over Copilot CLI, undermining Microsoft's strategic push for its own product. To address this, the company has been aggressively improving Copilot CLI based on internal feedback, and Jha promised that "the GitHub team has already shipped significant improvements based on Microsoft feedback."
Microsoft's broader AI strategy remains heavily intertwined with Anthropic. The company became one of Anthropic's top customers earlier this year, and it has even been counting sales of Anthropic's models toward its own Azure sales quotas. In November, Microsoft signed a deal that allowed Microsoft Foundry customers to access Claude Sonnet 4.5, Claude Opus 4.1, and Claude Haiku 4.5. These models continue to be available through Copilot CLI, alongside OpenAI's models and Microsoft's own internal models. The cancellation of Claude Code licenses will not affect the Foundry deal, and Microsoft still relies on Claude models inside Microsoft 365 Copilot for certain tasks where they outperform OpenAI's offerings.
The pressure is now on GitHub to deliver a Copilot CLI that can match or exceed Claude Code's capabilities. Microsoft told The Verge last year that 91 percent of its engineering teams used GitHub Copilot, but internal sources indicate that Claude Code usage had significantly eroded that figure over the past six months. The company hopes that by pulling the plug on Claude Code, it can once again concentrate its developers on improving its own AI coding tool, creating a virtuous cycle of feedback and enhancement.
Microsoft has also reportedly considered acquiring Cursor, a popular AI code editor, to close the gap between its offerings and those of competitors. However, the company has instead started evaluating different AI startups to bolster its AI ambitions without triggering regulatory scrutiny. The decision to cancel Claude Code licenses is part of a broader pattern of Microsoft tightening control over its AI tooling, even as it continues to partner with external AI companies like Anthropic and OpenAI.
The internal memo from Jha also stressed the importance of collaboration between GitHub and E+D leadership. "This is a shared accountability across GitHub and E+D leadership: to make Copilot CLI the best agentic coding experience for Microsoft engineers," he wrote. Engineers are being asked to file bug reports and feedback on Copilot CLI ahead of the Claude Code cutoff, ensuring that the transition is as smooth as possible.
For developers who have come to rely on Claude Code, the shift may be unsettling. Many had praised the tool for its intuitive design and powerful code generation capabilities. Claude Code's natural language interface allowed users to describe features and have the AI suggest and implement code changes, making it accessible to those with limited programming experience. Copilot CLI, while powerful, requires more familiarity with command-line interfaces and may not offer the same ease of use for non-developers. Microsoft is betting that its close partnership with GitHub will allow it to rapidly iterate and address these gaps.
The timing of the cancellation is also notable. June 30 falls at the end of Microsoft's fiscal year, and the company often uses such junctures to streamline operations and cut costs. The move is expected to save Microsoft millions of dollars in licensing fees, though the exact figure has not been disclosed. More importantly, it sends a clear message that Microsoft is committed to its own AI ecosystem and will prioritize its own products over third-party alternatives, even when those alternatives are popular internally.
Microsoft's relationship with Anthropic remains strong on other fronts. The company has integrated Anthropic's Claude Cowork technology into Microsoft 365 Copilot, enhancing the assistant's ability to handle complex tasks. Additionally, Anthropic's models are still available through Copilot CLI, ensuring that developers who prefer Claude's outputs can still access them. However, the decision to remove Claude Code as a standalone tool is a calculated risk: it may alienate some developers, but it reinforces Microsoft's long-term strategy of building a unified AI platform around GitHub and Azure.
As the end of June approaches, Microsoft's engineers will be watching closely to see how well Copilot CLI measures up. The company has promised significant improvements, but the success of the transition will depend on whether those improvements materialize in time. For now, Microsoft is betting that owning the tool means owning the future of AI-assisted coding.
