It is necessary to determine the expected volume of water consumed from the water supply system and the amount of wastewater discharged in standard mode and during peak loads on the system. The document is prepared by a design organization with the necessary knowledge and license.

3. Submitting an application for technical specifications to the local water utility or other structure responsible for wastewater collection. The previously created calculation is attached to the application. 

4. Receiving the technical specifications as part of the accession agreement and the invoice for payment.

5. Ordering a project for the construction of utility networks. This can be done by the same legal entity that issued the terms or another design organization. The final version is approved by the customer's signature.

6. Construction of sewerage and connection to the existing water drainage system. There is a choice - to carry out the work on your site by the water utility or to contact a specialist on the side.

7. Registration of a certificate of compliance with technical specifications after completion of construction within the terms of the agreement.

8. Conclusion of a water disposal contract.

Calculation of water disposal balance.

This is a key document, on which the correctness of the issued technical conditions depends. Often it is drawn up in a single form together with the water supply. The act is created by a specialized organization. The cost starts from 3,000 dollar.

When drawing it up, the contractor must take into account:

• actual resource consumption;

• possible fluctuations in consumption depending on various factors;

• reserve reserve capacity of the pipeline;

• type of discharged water – domestic or industrial.

All calculations are made in cubic meters per day. After receiving it is important to check for the contractor's blue seal at the end of the act.

Technical conditions for water drainage.

TU reflects the most important characteristics of connecting the sewerage system to the facility - terms, cost, materials used, rights and obligations of both parties. To obtain them, you need to:

1. Prepare and submit an application to the water utility. It reflects information about the type of the OKS, its purpose, volume of discharges, and the owner of the site. The following documents are sent along with the application:

• copy of passport;

• balance;

• a site plan at a scale of 1:500 with communications checks;

• site plan from Yandex Maps;

• sometimes GPZU;

• extract from the Unified State Register of Real Estate.

2. Receive the accession agreement and the technical specifications in 2 copies with the signature of the resource organization. Sign them and within 10 days send one of the copies back by mail or bring it in person.

3. Pay the cost of technical connection. The law allows the price to be divided into 3 parts - 35%, 50% and 15%. The first tranche is transferred immediately after signing, the second within 90 days, the last - after the actual connection to the main pipe. Without full payment, it will be impossible to conclude a water disposal agreement.

4. Request development of design documentation.

5. Start excavation work and complete it within the timeframe specified in the technical specifications. As a rule, the validity period of the TU is 3 years, according to paragraph 18 of Resolution No. 2130.

Fines for unauthorized connection to the water supply system.

Independent tapping into the sewer system is an administrative offence. According to Article 7.20 of the Code of Administrative Offences of the Russian Federation, the fine is:

• for citizens from 1,000 to 1,500 dollar;

• officials - from 2,000 to 3,000;

• legal entities - from 20,000 to 30,000.

If the inspector reveals an illegal tap into the centralized sewerage system, you will have to pay not only a fine, but also the discharge standard for the last 3 years. Information about the property owner's prosecution will be recorded in the court file and the Ministry of Internal Affairs databases.

The final step is signing a contract for the removal of water and other wastewater. For this, another application is drawn up, which specifies, in addition to the standard information about the applicant, the address and cadastral number of the plot:

• consumption;

• type of waste (household or industrial);

• volume of wastewater in cubic meters per day;

• counter details.

The following documents are attached to the application:

• act on compliance with technical specifications;

• copies of technical data sheets for equipment;

• receipts for payment of the cost of TP. 

The average period for issuing a water disposal contract is 15-20 days. When it is ready, the citizen or representative of the legal entity will be called on the number left in the application.

By analogy with the TU, it will be necessary to sign both copies of the agreement. Keep one for yourself, the second - give to the utility service. The contract certifies that the supplier ensures the reception of wastewater, and the owner of the real estate undertakes to pay for the service monthly.
